Job Introduction

Voluntary Independent Person - Portsmouth City Council

Could you bring an independent voice to local democracy? Portsmouth City Council is looking for an Independent Person to play an important voluntary role in supporting high standards of conduct and ethical decision-making within the Council.

This is an opportunity to make a valuable contribution to public life in Portsmouth, providing an independent and impartial perspective on matters relating to the conduct of elected and co-opted members. The role supports the Council in upholding its Code of Conduct and the seven principles of public life: selflessness, honesty, integrity, objectivity, accountability, openness and leadership.

As an Independent Person, you will provide an objective viewpoint when the Council considers complaints concerning its elected members. You may be consulted before a decision is made about whether a complaint should be investigated or resolved locally, as well as before decisions are made following an investigated allegation. You may also be consulted by an elected member who is the subject of a Code of Conduct complaint.

You will liaise with the Monitoring Officer, Democratic Services Officer and members of the Governance, Audit and Standards Committee, and attend relevant committee or sub-committee meetings when required. You will also participate in training to develop your knowledge and understanding of the Council's ethical framework.

Who are we looking for?

We are looking for someone who has a genuine interest in standards in public life and local issues, together with a desire to serve the local community and support local democracy. Most importantly, you will be someone who can demonstrate integrity, independence, impartiality and sound judgement.

You will need to communicate effectively, respect confidentiality and recognise the importance of ethical behaviour. Experience or knowledge of local government, public services, large complex organisations or complaints or judicial processes would be advantageous.

Why volunteer with us?

This is a rewarding opportunity to use your skills and experience to contribute to good governance and help maintain public confidence in the standards expected of those holding public office in Portsmouth.

The Council's arrangements for handling conduct complaints are made in accordance with the requirements of the Localism Act 2011, which requires the Council to appoint at least one Independent Person to support it in carrying out these responsibilities
